Impatto del Covid-19 sulle donne vittime di violenza maschile. 

Implicazioni del Covid-19 sull’uguaglianza di genere e sulle donne vittime di violenza maschile. Raccomandazioni agli Stati e alle Organizzazioni internazionali sulle azioni da intraprendere per garantire l’uguaglianza di genere e contrastare la violenza maschile sulle donne dopo l’emergenza Covid-19.   Telefono Rosa è una delle più rilevanti organizzazioni italiane che offre gratuitamente assistenza e sostegno alle donne vittime di violenza maschile, dal 1988. Il team delle professioniste del Telefono Rosa, altamente qualificate e costantemente aggiornate, assicurano alle donne vittime di violenza maschile accoglienza telefonica, ascolto, con approccio accogliente e non giudicante, supporto psicologico, consulenza legale, sia civile che penale, consulenza bancaria, orientamento ai servizi e al lavoro, orientamento all’autonomia abitativa, supporto ai minori testimoni o vittime di violenza maschile. Eroga tali servizi nei centri antiviolenza che gestisce in tutto il territorio nazionale, dal Piemonte alla Sicilia. Telefono Rosa, inoltre, gestisce diverse case rifugio nelle quali mette in sicurezza le donne vittime di violenza maschile e i loro figli, fornendo loro ospitalità, alloggio e tutti i servizi utili per la loro completa fuoriuscita dal vortice della violenza subita e per il loro reinserimento nella società.   Telefono Rosa è da sempre impegnata in programmi e progetti multitarget che mirano alla sensibilizzazione e promozione della parità di genere.  La parità di genere non è una battaglia ideologica per Telefono Rosa.  E’ noto a tutti che la violenza maschile sulle donne ha radici socio-culturali. E’ fondata su un’immagine stereotipata della donna alla quale vengono assegnati specifici ruoli. Per questa ragione Telefono Rosa è impegnata nella decostruzione degli stereotipi di genere, soprattutto tra le giovani generazioni. E’ infatti coordinatrice di una partnership che si compone di diverse NGOs europee (Grecia, Spagna, Belgio, Bulgaria, Romania) con cui sta realizzando un progetto finanziato dalla Commissione europea, dal titolo UP&UP, che mira ad abbattere gli stereotipi di genere per contribuire, soprattutto, all’eliminazione della violenza maschile sulle donne. Telefono Rosa crede fermamente che la disparità di genere e la violenza maschile contro le donne siano un costo economico per la società intera. Una società nella quale convivono violento e vittima è una società che non esterna tutto il suo potenziale: l’uomo violento non esprimere, nei rapporti socio-lavorativi, tutte le proprie capacità e la vittima è limitata nei rapporti affettivi, lavorativi e sociali.  Telefono Rosa è fermamente convinta che la violenza maschile sulle donne sia causa e conseguenza di una società asimmetrica che impedisce alle donne, ad esempio, pari condizioni di accesso e progressione nel lavoro. Per questa ragione, da sempre, interagisce con Camera e Senato affinché vengano varate leggi che garantiscano pari opportunità e che recepiscano misure ed azioni per l’eliminazione degli stereotipi di genere.   Impatto del Covid-19 sulle donne vittime di violenza maschile.  Implicazioni del Covid-19 sull’uguaglianza di genere e sulle donne vittime di violenza maschile.   Durante questo periodo di emergenza sanitaria da Covid-19 le donne sono maggiormente esposte al pericolo di subire “violenza domestica”.  I provvedimenti varati dal Governo richiedono ad ogni cittadino di rimanere a casa e le mura domestiche costituiscono il luogo in cui le donne subiscono atti di violenza fisica, sessuale, psicologica o economica. Molte donne hanno scoperto o riscoperto tale forma di violenza. In questo periodo di emergenza da Covid-19 i centri antiviolenza presenti su tutto il territorio nazionale sono stati chiusi al pubblico mentre le case rifugio continuano ad ospitare le donne già accolte. Per i nuovi accessi è stato avviato un programma che prevede, per le donne da ospitare, un periodo di quarantena, prima dell’inserimento nella casa di accoglienza. In questo periodo Telefono Rosa sta continuando ad erogare gli stessi servizi che offre ordinariamente, per telefono, per chat e con tutti gli altri strumenti informatici di comunicazione a distanza. Tutte le professioniste del Telefono Rosa hanno  dato la propria disponibilità alla reperibilità telefonica. Le donne che contattano il Telefono Rosa sono indirizzate, secondo le loro necessità, alle professioniste e in caso di pericolo grave per la loro incolumità alle forze dell’ordine. Viene consigliato loro di comunicare preferibilmente a mezzo chat.   In questo momento, Telefono Rosa ritiene che debba essere potenziata più che mai l’informazione sui servizi di supporto alle donne vittime di violenza. Nei supermercati, nelle farmacie, negli ospedali e in tutti i luoghi, in cui fanno accesso le donne, deve essere rafforzata la diffusione, anche attraverso l’esposizione di cartelli, del numero verde di pubblica utilità antiviolenza 1522, attivo h24 che, peraltro, Telefono Rosa gestisce per conto della PCM – Ministero per le pari opportunità e la famiglia, da otto anni. Per i giovani, invece, implementare la comunicazione sul web, sui canali social, come sta facendo Telefono Rosa.  Deferire completamente ai farmacisti il compito di consigliare la donna non è una valida soluzione in quanto la presa in carico della richiesta d’aiuto richiede una formazione mirata. Consigliare alle donne di entrare in farmacia a richiedere aiuto può provocare danni, per via delle lunghe attese e per via del personale non sufficientemente formato sulla specificità del tema violenza. Informare è un compito delicato, che richiede formazione mirata, quindi, è necessario considerare anche l’impatto che un’informazione errata può provocare sulla società.   Per diffondere i servizi che offre, Telefono Rosa, continua e rafforza, giorno dopo giorno, l’interazione con tutti gli attori delle reti territoriali inter-istituzionali antiviolenza e soprattutto con le forze dell’ordine, affinchè qualora intercettino, vittime o potenziali vittime, le segnalino l’Associazione.    La violenza domestica che racchiude in se tutte le diverse forme di violenza produce danni irreparabili. La donna maltrattata perde completamente la propria autostima. Superato questo periodo emergenziale si avvertirà una regressione in termini di parità di genere.  Lo stereotipo di genere che confina il ruolo della donna a quello di addetta alla cura della casa e della famiglia verrà ripristinato. Si consoliderà anche nella donna la veridicità di questa immagine e al tempo stesso la spinta di mutare tale condizione che avevamo con il tempo generato subirà un arresto. Dal punto di vista del lavoro, alcune persone pensano che gli uomini siano più inclini alle materie scientifiche. Invece, durante questo periodo di emergenza di Covid-19, è stato finalmente dato il giusto riconoscimento alle donne ricercatrici che lavorano negli istituti di ricerca.   Raccomandazioni agli Stati e alle Organizzazioni internazionali sulle azioni da intraprendere per garantire l’uguaglianza di genere e contrastare la violenza maschile sulle donne dopo l’emergenza Covid-19.    
  • Campagne multitarget che promuovano l’emancipazione, l’autodeterminazione delle donne, la parità di genere.
  • Coinvolgere gli uomini e non solo le donne sulle pari opportunità e nel  contrasto alla violenza maschile sulle donne. Aprire il “dibattito” agli uomini. 
  • Riconoscere la funzione sociale della maternità. Gli Stati e non i privati (il datore di lavoro) se ne dovrebbero fare interamente carico.
 
  • Potenziare gli strumenti che consentono forme di conciliazione vita-lavoro ma soprattutto che permettano alle donne di ricoprire gli stessi ruoli che ad oggi riservati esclusivamente agli uomini (smart working, congedi parentali, bonus per provvedere alle spese per baby sitter). 
Questi consentirebbero alle donne di assumere posizioni manageriali e gli stessi ruoli lavorativi riservati solo agli uomini. Consentono alle donne di salire in cima alla piramide sociale e di poter azionare, unitamente agli uomini, le leve di comando. Tuttavia, tali forme di conciliazione vita-lavoro dovrebbero essere riconosciuti anche agli uomini.  
  • Incentivare le imprese ad assumere le donne.
  • Facilitare l’imprenditoria femminile.
  • Offrire opportunità di lavoro alla donna affinchè possa rendersi autonoma ed indipendente. Nel periodo transitorio alla messa a sistema  erogazione di un sussidio economico.
  • Una donna costretta a casa per volontà del marito o per impossibilità di provvedere alla cura dei figli o della famiglia dovrebbe ricevere un sussidio/stipendio economico che le consenta di avviare un percorso volto all’indipendenza.
  • Lo Stato deve incentivare le amministrazioni locali a prevedere soluzioni abitative per le donne che hanno subito violenza.
  • In modo incalzante, far sentire la donna parte di una rete che non la lascia sola e che la fa sentire protetta.
  • Promuovere l’interazione dei soggetti che costituiscono la rete territoriali inter-istituzionali antiviolenza (associazionismo di riferimento, servizi pubblici, tribunali, procure, prefetture, aziende sanitarie, istituzioni scolastiche, centri sportivi, associazioni che prendono in carico gli uomini autori di violenza).

  Impact of the Covid-19 on women victmis of male violence. Implications of the Covid-19 on gender equality and on women victims of male violence. Recommendations to states and international organizations on actions to be taken to ensure gender equality and combat male violence against wonen after the covid 19 emergency.   The Telefono Rosa is one of the most important Italian organizations that has offered free assistance and support services to women victims of male violence since 1988.   The team of highly qualified and constantly updated professionals at the Telefono rosa provide women victims of male violence with telephone reception, listening with a welcoming and non judgemental approach, psychological support, advice, both civil and criminal, banking advice, service and work orientation, support for minors who are whitnesses or victims of male violence.   It provides these services in the anti-violence centers that manages throughout  the national territory, from Piemonte to Sicily. The Telefono Rosa, besides, manages several shelters  in which it provides security for women victmis of male violence and their children, providing them with hospitality, accomodation and all the usefull services for their complete escape from  the vortex of violence they suffered and for their reintegration into the society.   The telefono Rosa has always been involved in multi-target programs and projects which aim to the awareness-raising and to promote the gender equality. The gender equality is not an ideological battle for the Telefono Rosa. It is well known that male violence against  women has got social and cultural roots. It is based upon  the stereotyped image of the woman  who are assigned specific roles.   For this reason Telefono Rosa  is committed to deconstructing gender stereotypes, especially  among the younger generations. In fact, it coordinates a partnership which is composed by different european NGOs (INCOMA – Spain, WAH – Greece, FILIA – Romania, ECQ – Bulgaria, S-COM – Belgium). Together they are realizing a project financed by the European Commission, named UP&UP. It aims to break down gender stereotypes to prevent and fight gender-based violence.       The Telefono Rosa firmly belives that gender inequality and male violence against women are an economic cost for the entire society. A society in which violent and victim coexist is a society that does not externalize all its potential: the violent man does not express his own potential, in the social and economic relationships and the victim is limited in affective, working and social relationships. The Telefono Rosa firmly belives that male violence against women is both the cause and the consequence of an asymmetrical society. For example, the asymmetrical society inhibits women to access and to make progress in the working world. For this reason, the Telefono Rosa always interacts with the Parlament in order to issue laws that guarantees equal opportunities and that implement measures and actions to eliminate gender stereotypes.    Impact of the Covid-19 on women victims of male violence. Implications of the Covid-19 on gender equality and on women victims of male violence.   During  this period of Covid-19 health emergency, women are the mostly exposed to the danger of suffering “domestic violence”. The measures enacted by the Government require every citizen  to stay at home. Unfortunately the domestic walls represent the place where women suffer physical, sexual, psychological or economic harms. Many women  have discovered or rediscovered this form of violence.   Due to  the emergency, anti-violence centers are closed throughout the national territory while shelters keep on hosting women which have already been received. There is a new ministerial program for the next accesses which provide a quarantine period for the women to host before their entrance in the shelters.   During this period, the Telefono Rosa is continuing to provide the same services that it routinely offers, by telephone, chat, email and other computerised means of distance  communication. All Telefono Rosa’s professionals have given their availability to be found by telephone. The women who call the Telefono Rosa are adressed to the professionals, according to their needs. In case of serious danger for their safety, they are adressed to the police enforcement agencies. They are advised to communicate preferably by chat.   In this moment, the Telefono Rosa believes that  information on support services should be strengthened, more than ever. In the supermarkets, in the pharmacies and para-pharmacies, in the hospitals and in all the places where women access, the diffusion of the anti violence toll free number 1522,  active 24/7, should be strenghthened, also through the display of posters. The helpline has been managed by the Telefono Rosa on behalf of the Presidency of the Council of Ministers – The Ministry for equal opportunities and family for eight years. The helpline 1522 is free and it is available 24 hours a day, every day of the year, from anywhere in the country.   For young people, instead, there is need to implement the communication on the web, on social channels, like the Telefono Rosa is doing now.     The task to suggest the women victims of male violence can not be given out completely to the Pharmacists. This is not a good solution because, the “taken over of the help request ” needs a specific training. Advising women to enter the pharmacy to ask for help can cause damage, because of long waits and because of staff not sufficiently trained on the specificity of the topic.  To inform is a delicate task. It requires a specific training about assisting victims, so, we have to evaluate also the effects of a wrong information on the society.   In order to spread the services that Telefono Rosa offers, it continues and strengthens, day after day, the interaction with all the actors of the inter-institutional anti-violence territorial networks and above all with the police, so that if they intercept, victims or potential victims, they report them to the Association.   Domestic violence, which encompasses all the different forms of violence, produces irreparable damage. The abused woman completely loses her self-esteem. After this emergency period there will be a regression in terms of gender equality. The gender stereotype that confines the role of the woman to that of  a caretaker of the home and family will be restored. The truthfulness of this image will also be consolidated in women and at the same time the drive to change this condition that we have generated, with the time, will come to a halt. From the point of view of work, some people think men are more inclined for science subjects.   Instead, during this period of the Covid-19 emergency, the right recognition has finally been given to women researchers working in research institutes.   Recommendations to states and international organisations on actions to be taken to ensure gender equality and combat male violence against women after the Covid-19 emergency.  
  • Multi-target campaigns promoting women’s empowerment, self-determination and gender equality.
  • Involving men and not only women on equal opportunities and combating male violence against women. Open the “debate” to men.
  • Recognise the social function of motherhood. States and not private individuals (the employer) should take full responsibility for it.
  • Strengthen the tools that allow forms of work-life balance, but above all that allow women to cover the same roles that today are reserved exclusively for men (smart working, parental leave, bonus to provide for babysitting expenses). The work-life balance allow women to climb to the top of the social pyramid. These forms of work-life balance should also be recognised for men.
  • Encouraging companies to hire women.
  • Facilitate female entrepreneurship.
  • Offer job opportunities to women so that they can become autonomous and independent. In the transition period to the implementation of the system, the payment of an economic subsidy.
  • A woman who is forced to go home because of her husband’s will or because she is unable to take care of her children or family should receive an economic subsidy/salary to enable her to start a path towards independence.
  • The state should encourage local authorities to provide housing solutions for women who have suffered violence.
  • In an urgent way, make the woman feel part of a network that does not leave her alone and that makes her feel protected.
  • Promote the interaction of the subjects that make up the inter-institutional territorial anti-violence network (associations of reference, public services, courts, prosecutors’ offices, prefectures, health care companies, educational institutions, sports centres, associations that take charge of men who commit violence).
